CRAC Structure

Confirm the Council’s Mission Statement which was:  The purpose of the group is to promote growth in personal aviation in Canada.

To provide a permanent forum for the assimilation of ideas, concerns and proposals from all segments of the Canadian Recreational Aviation Community and a means of processing these ideas, concerns and proposals so that they may be incorporated into suggestions for change to the regulations or standards.

 

·            Is the Council an "umbrella group" for personal aviation in Canada, an opportunity to share individual thoughts from different organizations, an opportunity to build consensus on issue to be presented to Transport Canada or CARAC"

 

We are an informal group that meets as required to discuss issued of interest to Canada’s personal aviation community.  “Meetings” may be held through fact-to-face meetings, teleconferences or other appropriate media.

 

·            Chairman’s duties

Call meetings, including date, time and place

Set agenda for meetings

Solicit nominations for future chair and secretary

·            Secretary’s duties

Collect and disseminate information including decision records

Confirm attendees at meetings

Maintain a contact list of members and other interested parties

·            Safety committee

A provisional Safety Committee is established consisting of: Ted Slack (committee leader), Kathy Lubitz and Gary Wolf.

 The provisional committee is mandated to meet with Transport Canada and the

 Transportation Safety Board to (a) determine what data are available as public knowledge ad the format in which the data are available and (b) to discuss acceptable ways of securing non-public data and acceptable ways of making analysis from those data available to the public

 The provisional Safety Committee is charged with identifying a proposed Modus Operandi for a permanent Safety Committee

The Provisional Safety Committee is charged with providing a progress report to the council by January 2006.  This progress report should include, but not be limited to:  (a) availability of data and (b) need for funding.

·            Uncouple the UL Pilot Permit from the AULA

The Council continues to support the current licensing requirements for the Pilot Permit – Ultra-light Aeroplane without the need for changing the current 10-hour training requirements. 

In the interest of safety, the Council supports retaining the current limit to the privileges the Pilot Permit – Ultra-light Aeroplane, restricting permit holders from flying aircraft any larger than the current 1200 or 1232 lb limits for ultra-light aeroplanes in Canada. 

With respect to the 32 lb gross weight differential between basic and advanced ultra-light aeroplanes, the Council recommends further discussion within the council before taking a position on the issue.

LAMAC Reports 

·         Report on Status of Personal Aircraft Proposal covering recent meetings with TC, EAA and FAA.

The submission is now with Transport Canada.  LAMAC is awaiting a response from Transport Canada.

·         Flight Permits for Compliance testing of LSA in Canada prior to exporting to USA.  Follow up with Arlo from decision record May 10th.

Given appropriate control mechanisms, Brian indicated that in principle a method should be achievable.

·         DAR inspection of LSAs in USA and possible appointment of DARs in Canada.

Canadians can apply for FAA appointment as DAR

Recommendation to Transport Canada

The Council requests that members of the Council be invited to participate in any TC working group or other body discussing issues relating to non-type-certificated aircraft. 

TC should introduce a special certificate of airworthiness to accommodate Canadian aircraft that meet US requirements for light sport aircraft.

Kathy and Denis will draft a submission to CARAC to invoke the CARAC process for this purpose.  The submission will be forwarded to CARAC over the signature of the Council chair.

Ken Hitchmough gave a preliminary view of a soon-to-be released report on General Aviation in Canada. 

The Industrial Research Assistance Programmes exists to provide assistance to Canadian small and medium companies to engage in commercially-oriented technically challenging research and development.

·      TC inspectors and inconsistencies in applying the regulations. Some inspectors will even admit that they do not agree with a regulation and then apply their own "interpretation".

·      Eligible list for AULA - there appear to be many illegally registered AULA aircraft on the registration database. What is their legal situation?

The Certificate of Registration for such aircraft would be in force.

The pilot has the responsibility to ensure that the aircraft is operated according to the Type Definition provided by the manufacturer.

·      W&B for all categories of aircraft that have two seats.

“W&B” means identification of empty weight and CofG along with acceptable limits for each, probably using the procedures required for amateur-built aircraft.

W&B are currently required for amateur-built aircraft.

Education on W&B is increasing through initiatives in organizations like UPAC and RAA

LAMAC will encourage its members to provide detailed W&B information to purchasers

·      AULA glider inclusion/category (pure gliders, motorized gliders, ready build and amateur built)

It seems that the Special CofA – Limited may be the solution.

·      AULA glider and banner towing

The Council recommends that:

?     Advanced ultra-light aeroplane manufacturers be encouraged to develop guidelines for the use of advanced ultra-light aeroplanes in towing objects.

?     We extend the privilege for ultra-light aeroplanes to tow gliders.

·      Insurance problems for AULA flight schools

Reduction in the claim rate could be used to reduce insurance rates

Problems with third party liability insurance are less than for hull insurance

The Council will consider inviting representatives of the insurance industry to a Council meeting for an open interchange on insurance issues.

·      O-M aircraft, can we establish a procedure to allow qualifying aircraft into Amateur-built category?

No action at this time.
